Just a tracking bug so that I can group all the different issues that are being filed on this topic. It seems like there are multiple different causes for this happening so it's inadvisable to dupe the bugs until we know what's going on.

From discussion in triage we need someone who knows the bugs well, Kats?, to nominate specific bugs that should block or file a bug that would fix classes of issues.

I nominated one for soft blocker. I think a lot of the rest should be fixed by the patches that already went in or will be dupes of the one I nominated. I can't actually reproduce most of the remaining ones; I'll try once more before tagging them WFM or STR-wanted.

Unassigning this bug from myself since I'm not actively working on it any more and gcp said he might want to. The last time I went through the open dependencies I couldn't reproduce any of them, and debugging these issues is really hard without clear STR.
