Themes cant be downloaded or installed via an xpi file
Reproducible: Always
Steps to Reproduce:
1.Goto mozilla.themes.org
2.Click on Quick Link next to a theme to install it
3.Observe theme installer pops up but doesn't do anything
Actual Results: Theme download dialog appears but never completes
Expected Results: Theme download dialog appears, Theme gets downloaded, dialog
disappears and theme is installed

I think the themes need to be updated with skin version information.

sean is correct. Old themes will no longer install, this is actually a feature.
They need to update the skin version in their manifest/contents.rdf files.

This has been done to the GrayModern skin located at mozilla.themes.org. I
believe the version is .83b, this still hasn't solved this problem. Until
someone informs me that the way it was done in the newest Gray Modern (.83b) is
incorrect and is why this still isn't working I'm reoppening the bug

Never mind, discovered this is on the theme end and not Mozilla's fault marking
