I think the themes need to be updated with skin version information.
sean is correct. Old themes will no longer install, this is actually a feature. They need to update the skin version in their manifest/contents.rdf files. Marking invalid

This has been done to the GrayModern skin located at mozilla.themes.org. I believe the version is .83b, this still hasn't solved this problem. Until someone informs me that the way it was done in the newest Gray Modern (.83b) is incorrect and is why this still isn't working I'm reoppening the bug
