754728 - kuma: "ValueError: expected only letters, got 'utf-8'" developing on Mac OS X due to old version of babel

Kuma uses an old version of babel <https://github.com/mozilla/kuma-lib/tree/master/packages/Babel>, which fails on modern Mac OS X with an exception:

    File "/Users/nickolay/dev/mozilla/mdn/kuma/vendor/packages/Babel/babel/core.py", line 763, in parse_locale
      raise ValueError('expected only letters, got %r' % lang)
  ValueError: expected only letters, got 'utf-8'

This was fixed upstream a while ago <http://babel.edgewall.org/ticket/200>, and the workaround in the meantime is to set

   export LC_CTYPE=en_US

before running ./manage.py runserver

I'm mainly filing this to note from the installation docs.

* libmemcached is required by pylibmc.

* Improve product_details_json instructions based on the following:
    1. The product_details_json directory must exist before ./manage.py
       syncdb is run (otherwise it fails)
    2. running ./manage.py update_product_details requires a configured DB
    3. the main page currently fails with an exception if you don't run
       update_product_details, so it's not an optional step.

* add a note about bug 754728.

* Add a section on settings required by BrowserID:
    * SITE_URL is described at
      https://github.com/mozilla/django-browserid/blob/master/docs/setup.rst
    * PROTOCOL, DOMAIN, and PORT are not strictly required for browserid
      to work, but I guess it wouldn't hurt to override the default
      values in settings.py.
    * SESSION_COOKIE_SECURE is required, since otherwise the session
      cookie gets lost because the development server is not https://.

* Mention waffle.

* Note the correct set of tests to run.
