Steps to reproduce:

Mbrubeck vouched for me (aw1231).  He was using the french Mozillians. 


Actual results:

 I received a confirmation email in French.


Expected results:

It should have been in English.

Hi! I wanted to work on this one. But it seems strings don't get translated on development server for me. So I can't find a way to test if my fix works.
For example, even if I change language from en-US to de, the url changes to /de/ but the strings don't get translated. Am I missing something? Is there some additional steps to get the translated strings?
