755104 - Check that user is on the whitelist when they sign up during in-app purchases

Tester is not logged in

steps to reproduce:
1. Load http://inapp-pay-test.farmdev.com/en-US/
2. Click on Sign in
3. Using Persona/browserID, register as a brand new Marketplace user. Ensure that the email used for this is not on the whitelist or end with @mozilla.com.


expected behavior:
User is not able to make in-app purchases when they are not in whitelist. Exceptions being-
a) They have submitted an app
b) They have a @Mozilla.com acount
c) They are on the whitelist

actual behavior:
Right now, we allow new users who are not on the whitelist to make in-app purchases

we allow non @mozilla users but they won't be able to make a purchase (their paypal email won't be linked). Also, the @mozilla restriction only lasts for a couple more weeks, I think.

I was able to sign up as a new user and then set up preauth during in-app purchase. However, I am totally okay with wontfixing this since it is a temporary restriction.

Yeah, it will fix itself in a couple weeks. I doubt anyone will be entering the site through the in-app payment flow because they have to install and launch an app before getting to that flow.
