Hitting Ctrl+N to open a Navigator window causes the entire Mozilla
process to freeze.

Reproducible: Always
Steps to Reproduce:
1. Open Mail/News
2. Start a new message
3. with the cursor in the body text window, hit Ctrl+N

Actual Results:  Mozilla hangs.

Expected Results:  New Navigator window should open.

This worked correctly in a 2001040204 build.

Happens to me too, under WinNT 4.0sp6, build ID 2001-04-10-04

Looks like an infinite loop.. at least, it hangs, sucking up near to 100% CPU, for at least a minute (after a minute I got bored and killed the process)

Confirming on Linux home build from the tip within the last hour. Adding hang,
mozilla0.9, regression keywords, raising severity and OS->All.
