(Feel free to file spinoff bugs if you want to, putting this all in one as I think it should be in a single PR)

Changes needed:
- Top Crashers by Build Date - new report
- Crashes per User by Build Date - new report
- Changes to navigation in the menus 
- Addition of a view toggle to existing TCBS and Daily reports to allow switching between the crash date and build date views
