I believe that this flag is used to enable unittests on the build masters/machines. We don't do that anymore, and I don't think we want to. It's awfully confusing to have it plus enable_{opt,debug,mobile}_unittests, we should rip it out. I think 1.9.2 was using it, but with that dead it can go!
