Right now the only way we know of is to actually physically navigate through the settings menu on the phone. It would be desirable to be able to do this remotely, so people outside of Mountain View could (re)set it.

(urgency of this bug is partly a function of whether the phone repeatedly resets itself from the user-selected setting -- we've only seen this once)
Two possible approaches here:

(1) Access the settings directly. No idea how easy this would be. Possibly relevant references:

http://developer.android.com/reference/android/preference/PreferenceManager.html
http://developer.android.com/reference/android/provider/Settings.System.html

(2) Figure out a way to instrument the settings app with monkeyrunner

(did some quick experiments with this, no luck yet)
It looks like the phone reset itself to using 1080p *again* today. So this looks quite repeatable.

I'll probably just keep on capturing at 1080p for now, even though it's slower. Would be nice to fix this bug though...
This hasn't happened very often since this bug was reported and is probably near impossible to fix.
