To set up a local TBPL instance, php/config.php.example has to be copied to php/config.php and populated with the appropriate TBPL-bot password.

This added file is just a distraction when using mercurial with this repo + worst case could be inadvertently hg added and committed to the public repo with passwords filled out.

Adding php/config.php to .hgignore would prevent this.
