We're in shape to add a good deal more locales on aurora.

Side effect is going to be that we'll now also need to watch the mobile/android/locales/all-locales file during merges.

Aki, do we need a corresponding change in buildbot-configs?

Also, this is aurora-only, I'd ra=drivers the patch, like all changes to the locale control files in general.

Tentatively resolving, aki, if there's more to do, reopen or file a dependent bug?

I added "* watch mobile/android/locales/all-locales for changes between channels" to the merge docs too, so will be checking in about that on merge days.
