We allow developers to reply to reviews on AMO: https://github.com/mozilla/zamboni/blob/master/apps/reviews/views.py#L134
We should allow the same on the Marketplace.

This was fixed by https://github.com/mozilla/zamboni/commit/2cf81d1b8bd7e269445d979aa6690aafb3902da4
We now have a dedicated Edit Reply dialog which uses the Reply logic to save and validate the reply.
May be a duplicate of bug 763777.
