Using build 2001041004, the above CSS appears in tree.css in both Modern and
Classic skins. Unfortunately the padding appears to be applied to the inside of
the image, rather than the outside, for which one obvious effect is that
bookmark item images don't appear in the bookmark tree in either the sidebar or
the window.
