I *think* this is already covered in migration - or, at least, users identified as document or revision authors are carried over.

But, when the MindTouch API goes away (bug 757940), we'll no longer have access to auto-migrate old users as they login.

So, we could:

a) Not bother, let users who have never contributed to a doc re-register on sign-in. (What about Demo Studio?)

b) Make sure the Kuma content migration has a stage which explicitly carries over *all* users. (Will necessarily carry over a lot of garbage, spammers, and long-neglected accounts)
