757345 - Filter Results should display only categories in which results are found

Steps to reproduce:
1. Login to Marketplace Consumer Pages https://marketplace-dev.allizom.org/
2. Search for an app (ex. using the keyword "sea" https://marketplace-dev.allizom.org/en-US/search/?q=sea )
3. Open the "Category" section from the "Filted Results" menu

Expected results:
There are displayed only categories in which apps are found using the keyword "sea".

Actual results:
When filtering by some categories, "No results found." message is displayed.

Notes/Issues:
Verified in FF15 (Win 7). Issue is also reproducing on AMO-dev.

The categories should always be visible (almost a dupe of (bug 757345).

Either all categories are visible all the time or only those which have results.

This bug is illustrated in comment 2's screencast.  If a category is showing up in the list, it should show results under it.
