Steps to reproduce:
Currently there's no where for Add-Ons to add presence on the primary UI, an add-on bar would sort out this problem. Users should be able to toggle the display of the bar via Fennec preferences.

We're looking to build a similar sort of functionality into the browser's Action Bar (the title bar), so that Add-ons can appear in the overflow menu. When space allows, like on tablets, they will also be editable so that add-ons can be moved into the title bar if desired.
I don't think we want to get into extra bars, though. There just isn't room for more chrome, particularly on phones. Anything we can do to work within a single-bar UI that frees up screen space for browsing is preferred.
