please allow bugzilla-stage-tip.mozilla.org (web2.stage.bugs.scl3.mozilla.com) access to query the ldap repo (ldap1.db.scl3.mozilla.com).

this is required for a new project (service-now integration) which requires bugzilla to perform mapping from a bmo login to an ldap account.
