When the filelink storage has not been set up, workflow/next steps is unclear. We only see "Add a new Filelink storage service"

Tools -> Options Attachment When no filelink account have been added, the text on the right just says : "Add a new Filelink storage service" I had two usability issues with this : 1) I was looking for a link in that text to do so - too me a while to find the add button 2) How about we use that space to explain what filelink is to our users ? for me if I didn't know what filelink was I would just be be asking myself what the heck is this thing.

I ran into this today. Not a great experience. We only see "Add a new Filelink storage service". Is my next step installing in add-on? Something else?
