Double land, re-tag buildbotcustom, update/reconfig bm12, then you can re-build or force build the repacks.

Two issues in signing:

1) the 14.0b4 configs weren't double landed; they were only landed on production
2) by default, mozharness signing just uses buildbot-configs default.

I'll ping Hal about (1) and patch (2).
