Steps to reproduce:
I followed a link from another website, and the menubar is missing from the opened window.
Actual results:
If I type the address directly into a window with the menubar, the menubar show fine.
Expected results:
A menubar should always appear on all windows

This problem occurs on both Linux and Microsoft Windows versions.
