Tilt's purpose is to see a web page in 3D. Running the inspector first to start this feature makes it hard to find (see bug 718058).
We should move the button into the Dev Toolbar (and the menus as well).

We want this in the menu (which will be in the dev toolbar), not as a button in the toolbar itself.
