Details
According to Irina, many 7" tablets have Honeycomb. Right now with the changes to get the native UI to the Note, we are shipping all 7" tablets native fennec.

Based on JP's and Irina's rough calculations and numbers, we're looking at ignoring 3.2% of our current user base if we don't offer support on this config. However, it becomes a matter of getting sufficient QA done to give us a degree of comfort that this config is adequately supported vs resourcing allocated on other QA activities to support other bugs as we are nearing crunch time.
Need QA's assessment of resourcing impact to ensure it doesn't distract from our primary goals for this release: performance, stability, and overall device coverage. That last goal must, of course, ensure the first two goals are met, too, on each hw/sw config!

Our current stock of 7" tablets are all either pre-honeycomb (3.x) or ICS (4.x) devices. I would be concerned about being able to source tablets in time to get adequate testing. In addition Mozilla relies heavily on end user reports to target on problematic devices. Having a short feedback period increases the risk that there is a device that is bad and we won't know. My recommendation would be to include 7" tablets as part of the Firefox 15 release.
If we still want to support select devices such as Galaxy Note, HTC Flyer, etc. That also seems possible path for this decision.

I would like to see the Galaxy Note (5.3") continue to receive the phone UI and updates.

Due to how close we are to release, supporting 7" honeycomb is not a top priority for us (in terms of user numbers / uptake) for this first release. Therefore let's move this support to the next release and ensure we have adequate QA and UX on it instead of rushing it through.
Provided we have adequate testing performed on the Galaxy Note that we're confident it's on par, I'm fine with including that into our list of supported devices.

agree, lets move this to Firefox 15. The Note has been tested on Fennec Native to date.

Aki, we want to black list any tablet over 7" and and tabled 7" or smaller that may have ever had honeycomb.
Stated another way, block list all tablets except those 7" or smaller that we're sure never had honeycomb.
