Steps to reproduce:

Multiple pages call "localtime" to get the current time of the system for display to the user.  Bugs, however, are always set using database time.

The time source should be consistent.

The following files call localtime or localtime(time()):

collectstats.pl
importxml.pl
report.cgi
summarize_time.cgi
whine.pl


Actual results:

my ($now_sec, $now_minute, $now_hour, $now_day, $now_month, $now_year, 
    $now_weekday) = localtime;
$now_year = sprintf("%02d", $now_year % 100);
$now_month++;


Expected results:

This could be stored in Bugzilla.pm as a global reference object retrieved from the database.
