759856 - Droid Pro's landscape VKB obscures login.live.com's text input form (no extracted UI IME)

STR:
1. Load login.live.com on a Droid Pro with HKB
2. Rotate the Droid Pro to landscape orientation
3. Tap input focus to "Windows Live ID" text input form

AR:
The landscape VKB obscures the text input form because the page cannot be scrolled.

ER:
The Droid Pro's display is only 320x480 pixels, so we should probably open the "extracted UI" IME in landscape orientation.

This bug is a variant of bug 752709. The Droid Pro's screen is small enough to warrant the extracted UI IME in landscape orientation, but our IME code path is different than bug 752709 because the device has a HKB.
