I have some very large tabular reports with many columns and rows, and once the first row which contains the label for each column goes out of the window, it's very hard to remember which column is which. To fix this problem, the first row (and ideally the first column, which also contains labels for each row, but this can be done in a separate bug) should always remain visible. Using a fixed position or some JS trick would do it.
Maybe change subject into the following ? "always show the header titles (rows/columns) of tabular reports, even when scrolling through the table"
