Steps to reproduce:

just maximize and minimize the browser with multiple tabs in a single instance of mozilla 


Actual results:

while the window size is less than 100% the horizontal and vertical scroll bar is missing.


Expected results:

there should be vertical and horizontal scroll bars while we resize the screen..

It didn't repro for me on Mozilla/5.0 (Windows NT 6.1; rv:13.0) Gecko/20100101 Firefox/13.0

Are you using any add-ons? Does this happen with any site?
