making these changes will allow us to build w/out having to specify any options 
to configure. I hate having to change the OS_ARCH to rhapsody, but a lot of 
existing make-fu already uses it, and i want to avoid touching things in nspr, 
since checking in there is painful....maybe that's a bad approach.

I have no problem touching NSPR (although some would probably have me arrested
for it).  Unless you're planning on supporting Rhapsody (beta-OSX?) builds as
well, I'd suggest just removing all references.  The fact that you
removed/renamed the main configure.in switch case but left all of the Makefile
OS_TARGET references is bound to confuse people.
