Can't force a sync to ONE correct set of bookmarks

Steps to reproduce:
I have tried to sync one good set of bookmarks among various versions and copies of Firefox.
Actual results:
Instead of the latest/greatest set of bookmarks, the sync set gets added to the current set, which then syncs back the new changes, and what I've tried to get rid of, is now back exactly where I do not want it.
Expected results:
The latest bookmark sync should overwrite all the other bookmarks. Period. If some people object to that, and I can see that they might, then at least give the user an option that does force the latest bookmark sync to all the other existing copies.

This has been going on for a few versions now, but I usually manage to edit the various bookmarks until they are somewhat (at least the bookmark menu) what they should be.
I thought I finally had a solution. Wipe out the bookmarks of every Firefox that I can get my hands on at once. Then, on one machine, restore from a good backup of the bookmarks, and let the others sync, and everything seemed to be just swell. Except that I just started using a Galaxy Note with Firefox Beta installed. And, of course, I have it syncing. But now, I can't manage the bookmarks on the Android, so it looks like I will just have to disconnect the sync, uninstall the FF bet, go through the process outlined, reinstall the FF beta for a fresh bookmarks, and then set the FF Beta to sync, and hope that sync doesn't blow them up again.
Xmarks handled this well. Sync seems to be much more blunt of an instrument.
Although, I may actually take the currently good HTML copy of my bookmarks (it works), and strip out the links that have been triple or quadruple entered from previous times that this has happened.

If you choose Reset Sync > Replace other devices… on the device in which you've imported bookmarks, and you make sure to wipe out local bookmarks before you import, your needs should be met.
Please reopen if you can provide an exact set of steps to reproduce that you think demonstrate some incorrectness. For example:
* Create a new profile.
* Import a bookmark backup.
* Connect another device.
* …
