I already have level 2 access (bug 610804). I am now in the position of occasionally contributing to mozilla-central, so level 3 access would be very handy to shorten turnaround times.
I can vouch for Mark's code as I have reviewed dozens of patches on other projects that Mark has written. My only advise is to get comfortable with try server and remember to be responsible and watch the tree after a push.
Btw Clint Talbert already vouched for me for level 2 access, so, with Joel, I believe this should be sufficient.
