I've added default cache to the base settings and to the local.py-dist but I am not sure if this is already configured.

Also I think the following settings need to be added in the local.py file

 SITE_URL='https://popcornmaker.allizom.org'
 PROTOCOL='https://popcornmaker.allizom.org'
 DOMAIN='allizom.org'

memcached was setup correctly, but the PROTOCOL and DOMAIN parameters were missing. those have now been updated.
