Follow-up on data1.1:

Increase test-coverage on the migration code, notably, test_api.ApiMigrationTest wants to have the full combo of signoff states before and after.

Also, extend to multiple pending signoffs, to make sure we show the latest pending.

I think most of what we wanted to test here got tested as part of bug 668761.
