The facets for our dashboards are sized in a bad way, they should use ex:height in the DOM instead of CSS. Also, let's get rid of the tiers facet, that hasn't been used in ages.

Per http://simile-widgets.org/wiki/Exhibit/List_Facet, this is using ex:height instead of CSS !important foo. The benefit is that you can now resize the height of the facets, which uses regular CSS. Which we broken with !important. Also, nuked the dead facet to get more screen estate.
