steps to reproduce:
1. Load https://marketplace-dev.allizom.org/en-US/app/test-app-jsucks7689/
2. Click on the purchase button

expected behavior:
Install button says "Install" like in the case of a free app
Clicking the install button starts install and not the purchase flow

actual behavior:
Install button says $0.00
Clicking on the button starts the purchase flow.
Fair enough, I'd like them still to have receipts though.

It doesn't start the Paypal flow now. But the app still has receipt.
