Currently, if you visit a page slug that doesn't exist in the desired locale, but does in "en-US", you get a fallback page. That is, a page with "en-US" content but with a message like this at the top:

"Our volunteers haven't translated this article into {{LOCALE}} yet. Join us and help get the job done!"

However, hitting "Edit" on this page results in a 404. So:

1) Fix this so that "Edit" is handled like starting a translation from the select_locales page

2) "Join us and help get the job done!" is a link, but I don't think we have that page. Maybe change that fallback link to point to the translation page

2 is easier and done.

When I implemented 1, I read the fallback doc in English, click "Edit", and I'm suddenly at the translate page - it was a jarring user experience.

So, when we show the fallback page, should the "Edit" button automatically send the user to start translating the page into their locale, or should it send the user to edit the English page?

Should we have two buttons in this case? "Edit original English" and "Create {locale} version" ?

And my US$0.02 is just change the single "Edit" button to read "Translate" on the fallback page.
