Details

The config 'media.opus.enabled' is included even in situations where the built-in libopus is not enabled.

For example, when gstreamer is enabled. Setting 'media.opus.enabled' to true will not enable Opus support if the required gst plugin is not installed.

If the gst plugin is installed. Setting 'media.opus.enabled' to false will not disable Opus support.

#763048 is related to this bug.
Bug 1100632 is making opus a non-optional part of the build, which should resolve this issue.
