Currently, the webapp runtime doesn't have access to any firefox extensions, and this means it can't be localized with langpacks. Langpacks may however be placed in various locations, including the Firefox profile. I think it would be unreasonable to expect this to work. However, I think we can reasonably add the constraint that only langpacks under, say, $firefox_path/extensions and $firefox_path/distribution/extensions should be taken into account. (These are easy to find, since the webapp runtime knows the firefox path)

Relatedly, it may be worth adding support for spellchecker dictionary extensions.

Per bug 1238079, we're going to disable the desktop web runtime and remove it from the codebase, so we won't fix these bugs in it.
