(This has been bugging me for a while, but apparently nobody ever filed a bug on it. I'm finally filing this due to a discussion that happened on Reddit. Apologies if it's not in the best component.)

If another update becomes available while the first one is still pending application, the user is required to restart the browser twice in a row in order to get the latest update. And most likely, that will require manually checking for updates the second time; otherwise, the user will be running an already-out-of-date version immediately after an update.

Instead, if a pending update is not applied by the time a new one comes out, the new update should replace the pending one, thus requiring only a single restart to be on the latest version.

(This is particularly useful for those users on, say, Aurora or Nightly and who also leave their browsers open longer than 24 hours at a time.)
