steps to reproduce:
1. Create a new account on Marketplace prod (don't use @mozilla.com address)


expected behavior:
New users who have no submitted apps and not on the whitelist don't have access to Consumer pages.

observed behavior:
Everyone has access. Looks like security guard is sleeping on duty.
