1. Load https://marketplace-dev.allizom.org/en-US/ on your fennec nightly

expected behavior:
Scroll options are available to flip through featured apps

observed behavior:
Unable to scroll through featured apps on Fennec nightly

This works fine on IOS, but the native browser swiping actions of Moz-Mobile show it's app toolbar instead.  *Hopefully* we can use the touchstart event's preventDefault() method to stop Moz-Mobile from showing that menu;  if not, we can add "<" and ">" controls.

The rightmost 15px or so gets clipped on Gaia Browser/Fennec and can't be scrolled.

I believe potch is checking for native (WebKit) smooth scrolling because Fennec's native scrolling is kind of mediocre.
