Clearing Cache doesn't seem to work

Details
We tried nsICacheSession. evictEntries() and nsICacheService.evictEntries(clientID). But it doesn't seem to clear the cache. We are using xulrunner 1.9.1.15 version. we also tried to read the each entry and then doom each entry, but even that doesn't seem to clear the cache. Is there anything particular reason why this happens? we have tried this win xp and win 7 environments.
