Add seclusion into the marketplace vendor. Add in a seclusion wrapper into zamboni that imports seclusion and that reads the configuration for seclusion (the server, the oauth tokens etc) from django config and then passes them through to seclusion. Don't forget to add (empty) url and OAuth tokens into lib/settings_base.py, they will be override in the local settings by IT. This will get added into lib/settings_base.py because we'll use it in both marketplace and addons.
