Details

To make sure we don't disrupt the user experience, it would be good to do a soft roll-out of the webm stream. This bug is about adding probabilistic serving of an alternate version of the live event page which tries the webm stream if playback support is detected, with fallback to the flash player, with a knob we can turn to control what proportion of viewers get the new player code.
