Steps to reproduce:
I unchecked "use smooth scrolling" in Edit->Preferences->Advanced.
Actual results:
Smooth scrolling indeed was disabled, but when I restarted the session it was again enabled (checked in the preferences).
Expected results:
The preference should have been saved and persist after restart.
Do you have any add-ons installed and is the issue reproducible?

Yes I have add-ons installed. With a profile which has no add-ons the problem doesn't exist.
However I think it is still a bug an add-on can disable such important part of firefox usability as silently making settings useless.
How can I find out which add-on causes the problem?
Such is the nature of add-ons in Firefox. I suggest you report the issue to the developer of whichever add-on you have installed. I don't think this is anything we can or will fix on our end.

Note, to find out which add-on causes your problem, disable them all and then re-enable them one by one until the bug starts reproducing.
