could not find a bug on this one ...windows 0418 launch composer, type something Go to View and move mouse over 'Character Encoding' No menu item appears' checked' close the menu and revisit the menu and see that is is completely blank (all item appears disabled)
Possibly dupe or related to bug 76300?

I don't do character encoding menus ;) This stuff is loaded from overlays and should work the same in Browser and Composer.
