Using the Tab button to switch focus from the thread pane to the message pane is
broken. However, it's fine when starting from the Folder Pane.

Steps to Repro:
1. Launch Mail
2. Be in 3pane mode
3. Start with focus on Inbox
4. Hit Tab button to move to Thread pane
Result = OK
5. Now press Tab to go to Message pane
Result = bustage

Expected Behavior: Tabbing from the Thread pane to the message pane should work,
and I should now be able to scroll the message body.

Note: Clicking into the message pane and scroling is not broken. Just one method
in which to get there: the Tab key.

I noticed the following after having a message in the thread pane selected:

1. If I Click into the message pane then:
a. The up/down arrows scrolls the message.
b. Using the space bar appears to perform a page down.

2. If I Tab into the message pane then:
a. ** The up/down arrows do Not scroll the message **
b. Using the space bar works and appears to perform a page down.
