When I click on the Reply to link on that page, the frame goes blank, and nothing seems to happen. The back button is not activated either.

Unfortunately, the URL is dead.
We are seeing this behavior too. The only way we got it to work was:
<a href='window.open("mailto:whatever@whatever.com")' target='_top'>email</a>
You can reproduce it by creating iframe.html with
<html>
<head>
</head>
<body>
<iframe src="inner.html" style="width: 600px; height: 600px;"></iframe>
</body>
</html>
Then create inner.html with
<html>
<head>
</head>
<body>
<a href="mailto:b.gates@microsoft.com" target="_top">Email Bill Gates</a>
</body>
</html>
We're guessing it's due to headers gmail is sending that prevent it from being loaded in an iframe. When the target is '_top', it should open a new window to send the email.

I fixed this in bug 1196151 by forcing mailto loads handled by web apps to happen in new windows instead.
