Details

If I mousedown on one prefs category and then drag the cursor over another 
prefs category, the second category should show up.  Dragging past the bottom 
of the tree should scroll the tree if more categories are available.

Opera does this, and it makes it easier to browse through prefs using the 
mouse.  (Opera also has a flat prefs tree, which I don't recommend we copy.)
