We should make the hit area as tall as the browser toolbar and wider than the width of the icon itself. We might need to add more space between icons when they are displayed side-by-side (e.g. reader and site identity).

We might want to explore the page actions idea (bug 734877) for a long-term solution too.

This was fixed by bug 739364, although that caused a regression that we need to deal with (bug 771380).
