Empty signature in email campaign raises unknown error

Details
When creating a new email campaign from the admin UI, if the signature field is left empty, an "Unknown Server Error" is raised with no additional information on what went wrong.
From Matt Brandt in bug 763994:
> Steps to reproduce:
> 1. goto https://crash-stats.allizom.org/admin/email
> 2. create a campaign - but leave the 'Exact signature' field blank
> 3. click 'next step'

The email campaign feature is going to disappear, we won't fix this.
