If there is an issue that needs review by IT, you should file a bug in the appropriate Server Operations: queue, depending on the issue and make it block the bug you've filed in the relevant site component. In this specific case, planet.mozilla.org syndication is managed by volunteers and they maintain their own component for issues such as aggregation issues, in https://bugzilla.mozilla.org/buglist.cgi?product=Websites;component=planet.mozilla.org I see a number of recent bugs about syndication, so I suggest you move this bug to that component to start with, but I'll also make an inquiry as to anything else you should be do get this resolved ASAP
